If you use the Windows XP Start menu, NOT the Classic Start menu, Control Panel applets are listed in categories.
You can force a user of the Windows XP Start menu to use the classic Control Panel:
1. Copy / Paste the following to a CCP.reg file:
REGEDIT4
\[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\]
"ForceClassicControlPanel"=dword:00000001
2. Merge the CCP.reg file with the registry or run regedit /s CCP.reg.
3. The user must log off and on for the setting to take effect.
