A. Microsoft and Washington State University jointly developed Paint.NET, which is a superior version of the Paint program that's supplied with the base Windows OS. You can download the latest version of Paint.NET--2.0--at Download Site. To install Paint.NET 2.0, you must also have Windows .NET Framework 1.1 installed. The Figure shows a sample image as it appears in Paint.NET 2.0.
