JSI Tip 1675. Why isn't Mapi32.dll included in Service Pack 4 and greater?

Service Packs are cumulative, yet the last time Mapi32.dll was included was SP3?

The Mapi32.dll file is not included to prevent version conflicts with MAPI-aware programs that automatically install an enhanced version of the file.
