Moving Messages to Public Folders in OWA
Users can't drag messages to public folders, but you can give them a simple workaround.

Can Outlook Web Access (OWA) 2003 users move a message from an Inbox folder to a public folder? Users have been complaining to me that they can't do so by dragging the message.
I tried to recreate the problem you mention, and I couldn't make dragging work either—which is annoying. As a workaround, tell users to forward such messages to the public folder's SMTP address.
