If you can't log on to Windows NT, or Windows 2000, due to the subject condition, you might have removed the users permissions on the %SystemRoot%\System32 folder on the local computer.
The default permission on this folder is Everyone - Change (RWXD).
I have had success with Everyone - Read + Add (RWX) or granting RWX to the individual user account.
