The local account User Manager is MUSRMGR.EXE.

User Manager for Domains is USRMGR.EXE.

To open the local account database on a networked workstation, from your workstation or server:

usrmgr \\Computername

or, if you haven't installed User Manager for Domains on your workstation:

\\DCName\Admin$\system32\usrmgr \\Computername
