Why could the SQL version switch utility not work?

A. Normally this is a problem with registry permissions. Check that you have full permission on the following registry keys :-

HKLM\Software\Microsoft\MSSQLServ65
HKLM\Software\Microsoft\MSSQLServ70
HKLM\Software\Microsoft\MSSQLServer
