When you are connected to a server that has a shared folder whose files are made available offline, you receive a reminder balloon to notify you when a server which was offline becomes available.

NOTE: You must check the the Enable reminders box when configuring offline files.

If your Windows XP computer becomes disconnected from the network, by unplugging the cable, or disabling the network adapter, your receive no reminder balloon when you reconnect.

NOTE: See 4516 How do I use offline files in Windows XP?

When the client looses network connectivity, Windows XP assumes that this will be a long outage and doesn't generate a reminder balloon upon reconnection because the reminder balloon is designed to tell you that a server that has gone offline has become available.
