The subject behavior occurs because the default data value of the TcpWindowSize Value Name in Windows Server 2003 is smaller than the default data value of the TcpWindowSize Value Name in Windows 2000.
To resolve this problem:
1. Open a CMD.EXE window.
2. Type the following command and press Enter:
reg add HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters /V TcpWindowSize /T REG_DWORD /F /D 65535
3. Shutdown and restart Windows Server 2003.
