When you press the Inventory option for a CD-ROM library, RSM creates Identify Media entries in the Work Queue, even though there is no media in the drive.

If you Inventory a CD-ROM changer, Identify Media entries are only created for the media in the slots, but on a standalone CD-ROM, Removable Storage creates a work item all the time.
