JSI Tip 6510. Windows Server 2003 allows an administrator to change the DS Restore administator password on a DC while the Directory service is online.

To change the Directory Service Restore administrator password, while Directory Services is online, use the Windows Server 2003 NTDSUTIL.EXE utility. The command is Set DSRM Password.
