When you apply a Service Pack to an International version oif Windows NT 4.0, it fails to update:
Liccpa.cpl Llsrpc.dll Llssrv.exe Ntlsapi.dll
You will find that these files are still dated 1966.
To fix the problem, copy the files, from a Service Pack CD-ROM, to the %SystemRoot%System32 folder. If you have downloaded the Service Pack, expand it using the ServicePaceName.exe /x switch and Expand the files, if they are compressed. Example:
Expand Llsrpc.dl_ %SystemRoot%System32Llsrpc.dll
