If the domain naming master FSMO role is held by a computer that is NOT a global catalog server, Dcpromo will be unable to create a grandchild domain.
To find the domain controller that holds the domain naming master FSMO role, use Active Directory Domains and Trusts to right-click the domain object and press Operation Master.
