Q: Is it true Windows 8.1 has the Start button?
A: Yes; however, it doesn't bring back the Start menu. The button is added to where the Start button was in Windows 7 and launches the Start screen.
The goal is to make the desktop interface more intuitive for users.
This is especially useful for those who use Windows in a virtual machine (VM) or across multiple monitors where moving the mouse to the bottom left corner pixel is actually very difficult, so having a Windows icon in the bottom left corner is much easier to access.
