What is the Windows Vista snipping tool?

A. Vista includes a new "snipping tool," which is found in the Accessories folder and allows the capture of a full screen, a particular application window, a rectangular area, or a free-form selection, which you can then save in .jpg, .gif, .png, or .mht file (a new file type that essentially stores an entire HTML page including graphics as one file), as the figure shows.

Once you've captured a selection, you can modify it before saving it, by using the utility's pen and highlighter components. The figure shows a free-form snip, which the user modified before saving.
