Q. Can I use an Azure AD account with Cortana in Windows 10 1607?

A. No. To use Cortana you need to use a Microsoft Account in Windows 10 1607 (Anniversary Edition). The ability to use Azure AD instead is planned for a future branch of Windows 10.
