The subject error occurs because the Msxml4.dll library is not properly registered.

To correct this problem:

1. Open a CMD.EXE window.

2. Type the following command and press Enter:

regsvr32 /s %SystemRoot%\system32\msxml4.dll

3. Type exit and press Enter.
