In the Internet Information Server Management Console, you see that the SMTP Virtual Server is NOT started. When you try to start it manually, you eventually receive:
The service did not respond to the start or control request in a timely fashion.
This problem is symptomatic of missing or corrupted registry entries. To resolve the problem:
1. Copy / Paste the following to a ClientProtocols.reg file:
REGEDIT4
\[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Rpc\ClientProtocols\]
"ncacn_ip_tcp"=-
"ncacn_ip_tcp"="rpcrt4.dll"
"ncadg_ip_udp"=-
"ncadg_ip_udp"="rpcrt4.dll"
"ncacn_nb_tcp"=-
"ncacn_nb_tcp"="rpcrt4.dll"
"ncacn_http"=-
"ncacn_http"="rpcrt4.dll"
2. Merge the ClientProtocols.reg file with your registry.
