The subject behavior occurs if your Bluetooth adapter is enabled for the Bluetooth stack in Windows XP SP2, or Windows XP Tablet PC Edition 2005, but has not yet been configured and paired.

When your computer starts, you must connect a wired keyboard and mouse to configure and pair the Bluetooth device. This requirement prevents unauthorized access to your computer.

NOTE: Until you configure and pair the device, it starts in HID (Human Interface Device) mode, or USB mode, so it can be configured and paired.

NOTE: See Bluetooth device cannot connect to your Windows XP Service Pack 2-based computer.
