How can I create a new root public folder in Exchange Server 5.5?

You can create public folders only with Exchange clients such as Outlook; you can't create them in the Microsoft Exchange Administrator program. If you grant appropriate permissions to your users, they can create new top-level public folders from within Outlook. Those top-level folders will appear under the All Public Folders node. Generally, though, you'll want to restrict users' ability to create these folders; otherwise you'll end up with a mass of top-level folders instead of a neatly categorized hierarchy.
