JSI Tip 9291. When you attempt to import a DHCP database from Windows NT 4.0 to Windows Server 2003, you receive an 'Access denied' error?

When you use netsh dhcp server import <File to import.txt> all in Windows Server 2003 to import the subject database, you receive an Access denied error and the System event log records:


Type: Error
Source: VSS
Description: Volume Shadow Copy Service error: The process that hosts the writer with name Dhcp Jet Writer
             and ID \{be9ac81e-3619-421f-920f-4c6fea9e93ad\} does not run under a user with sufficient access rights.
             Consider running this process under a local account which is either Local System, Administrator or Backup operator.

This error, was resolved in Windows Server 2003 Service Pack 1 (SP1).

If you cannot apply the service pack at this time, log on as a user that is an explicit member of the local Administrators group on the source DHCP server.

NOTE: It is not sufficient that your are a member of Domain Admins. Your domain account must be an explicit member of the local Administrators group on the source DHCP server. When you do this, both the netsh dhcp server export and netsh dhcp server import will function properly.
