To open the Local Users and Groups Microsoft Management Console on Windows XP Professional or Windows Server 2003, use any of the following:

Start / Run / lusrmgr.msc / OK

Create a shortcut to lusrmgr.msc and place it on your Start menu, Desktop, or QuickLaunch toolbar.
