The subject behavior occurs because the registry permissions on HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DISK and HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MOUNTEDDEVICES are incorrect.
To workaround this behavior, either install the device on the computer where you create the RIPrep image before you create the image, or use Regedt32.exe to grant the Administrators group full control on the keys.
