When you press Add New Programs, there a no entries in the Add programs from the network box, even though published programs are available.
NOTE: Administrators experience this same behavior.
The Application Management option is disabled on program servers, so that regular users cannot install programs. If the Application Management option was enabled for administrators, the architecture would only allow administrators to use the program.
