JSI Tip 4448. Error 650 - The computer you're dialing into does not respond to a network request?

When you make a VPN connection to a Windows 2000 Server, Win9x clients may be disconnected with:

Error 650 The computer you're dialing into does not respond to a network request. Check your server type setting in the properties of the connection.

Win9x clients require that the external (Internet) adapter on the server be first in the binding order.
