The drivers and services that a minimal (Safe Mode and Safe Mode with Command Prompt) will start can be viewed by inspecting the sub-keys at HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SafeBoot\Minimal.
The drivers and services that Safe Mode with Networking will start can be viewed by inspecting the sub-keys at HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SafeBoot\Network.
