JSI Tip 3901. Windows 2000 cannot open the local policy database, access to database has been denied?

In tip 2668 » You can't open the Windows 2000 local policies database?, I explained one reason for this problem.

If you receive:

Windows cannot open the local policy database. Access to database has been denied.

you may have removed permissions for the Everyone group from the root of the %SystemRoot% drive.

To resolve the problem, grant the Everyone group Full Control on the root of the %SystemRoot% drive.
