When you try to Start a stopped Task Scheduler on Windows NT 4.0 or Windows 2000, you receive:
The Service is not responding to the Control Function

This problem can be caused by have the Read-Only attribute set on %SystemRoot%\Schedlgu.txt file.
Right click the file in Windows Explorer and uncheck the Read-only box on the Properties sheet,
or open a CMD prompt and type attrib -r %SystemRoot%\Schedlgu.txt
