When you stop the Web service after stopping the Proxy service (or vice versa), you receive:
The service has not been started.
When you start the Web service after starting the Proxy service (or vice versa), you receive:
An instance of the service is already running.
When both the Web and Proxy services are installed, stopping or starting either of them, performs the same action on the other.
