JSI Tip 1320. You receive Error 403.7 or "Connection to Server Could Not Be Established".

If you receive the subject messages when attempting to browse your secure site, chances are that the IE Client certificate and your IIS client certificate need to be synchronized.

1. Open a command prompt (CMD.exe).

2. Switch to the %SystemRoot%\System32\Inetsrv folder.

3. Type:

   IISCA
   Net Stop IISAdmin /y
   Net Start W3SVC
