JSI Tip 1277. The Scheduler doesn't see new environment.

Unlike CMD and Control Panel / System / Environment, which obtain environment variables from the registry, the Schedule service inherits its' environment from the service controller, which only reads the registry once, at startup.

When you change or create a system environment variable, the AT command will not be aware of it.
