Because it is broken in NT 4.0.

To change the System attribute, use File Manager ( Winfile.exe ) or use the Attrib command:

Attrib +s <Drive:>\Folder\[\File.ext\] or

Attrib -s <Drive:>\Folder\[\File.ext\]
