A. All you have to do is stop the DHCP Relay Agent service:
Log on as an Administrator
Start the Services control panel applet (Start - Settings - Control Panel - Network)
Select "DHCP Relay Agent"
Click the startup button
Click the disabled and click OK
Close the control panel applet
You can reboot or just stop the service
