Troubleshooter—Exmerge in Exchange 2000

Why doesn't the Exchange 2000 Server version of Exmerge work when I try to run it while I'm logged on with the Exchange administration account?

Exmerge requires Send As and Receive As permissions on the source and target mailboxes you specify. In Exchange 2000, though, Microsoft made the wise decision to explicitly deny Send As and Receive As permissions for administrator accounts (more specifically, the Domain Admins and Enterprise Admins groups). Because an explicit deny access control entry (ACE) always trumps an explicit allow ACE, you need to turn off the deny ACE and add an allow ACE to the database that contains the items you want to back up.
