The subject problem can occur on Windows XP if the BITS (Background Intelligent Transfer Service),
or Automatic Update, services are stopped.
To resolve this problem:
1. Start / Run / Services.msc / OK.
2. Double-click the Automatic Updates service.
3. Set the Startup type to Automatic and press Apply.
4. If the Service status is Stopped, press Start.
5. Press OK.
6. Double-click the Background Intelligent Transfer Service service.
7. Set the Startup type to Manual and press Apply.
8. If the Service status is Stopped, press Start.
9. Press OK.
