If you attempt to start the Remote Access Connection Manager, you receive:
Could not start the Remote Access Connection Manager service on \\ComputerName
Error 0126: The specified module could not be found.
The event log contains:
Event ID: 20070
Source: RemoteAccess
Type: Error
Category: none
Description: Point to Point Protocol engine was unable to load the module. The specified module could not be found.
If you installed the initial release of the MS03-029 security patch, A Flaw in a Windows Function Might Allow a Denial of Service, you will experience this behavior.
NOTE: If you have installed the 825501 hotfix, which provided Kernel32.dll with UTC date/time of 25-Jul-2003 / 14:00 and a size of 379,152, you should NOT be experiencing this problem.
NOTE: Use the Control Panel / Date and Time tool to find the difference between UTC and local time.
To workaround this problem, remove the original release of the 82303 security patch:
1. Use Control Panel / Add/Remove Programs to select Windows NT Hotfix - KB823803.
2. Press the Remove button.
3. Shutdown and restart.
