JSI Tip 6010. Your DHCP server does NOT lease all the addresses in the scope?

A bug in Windows 2000 Server prevents DHCP from leasing all the addresses in a scope.

This behavior occurs with very small scopes (~14 available addresses) and several address reservations (~6 reserved addresses).

To workaround this issue, use a larger scope.
