JSI Tip 4446. 'The Service is not responding to the Control Function' when starting the Task Scheduler?

When you attempt to start the Task Scheduler service, you receive:

The Service is not responding to the Control Function

To resolve this issue, remove any Read-Only attribute from %SystemRoot%\Schedlog.txt.
