If your WINS server is constantly taking replication requests, you may have a large environment with changing IP addresses, and the Replicate On Address Change check box is enabled in WINS Manager.
In this type of environment, your hub WINS server is under constant stress, and even a very fast server may not be able to handle the requests.
To fix this problem:
1. Disable the Replicate On Address Change check box in WINS Manager / Configuration.
AND / OR
2. Increase the DHCP lease renewal interval in
DHCP Manager / network address of scope / Scope / Properties / Lease Duration / Limited To.
