JSI Tip 1846. The File and Tools menu is missing in Internet Explorer 5?

If you have the subject problem when you start IE5.x, you probably have a Roaming Profile and your Administrator had restricted access to the Run command, on the menu.

If Windows Media Player is installed, uninstall it.

Install Windows Media Player.
