JSI Tip 1766. FAT does not implement Coordinated Universal Time.

When you view the time stamp of a file, stored on a FAT partition, during standard time, the time stamp is considered to be standard time. When you view the same file during daylight time, the time stamp is considered to be daylight time.

This is not an issue on NTFS volumes, which implements UTC (Coordinated Universal Time).
