The subject problem is usually the result of a missing or corrupt %SystemRoot%\Inf\Scsi.inf file.
To fix the problem:
del /f /q %SystemRoot%\Inf\Scsi.inf
Expand <CD-ROM:>\i386\SCSI.in_ %SystemRoot%\Inf\Scsi.inf
NOTE: Third-party SCSI drivers may be installed by using the Have Disk option, if you have the driver on a diskette or CD-ROM or networked drive.
