JSI Tip 1223. Clustered computer goes offline and/or won't failover?

This will happen if you added static entries to the WINS database for the cluster.

MSCS (MicroSoft Cluster Server) must be able to change the MAC address and statics entries in WINS prevents this from happening.

MSCS does use static IP addresses, but can NOT use static WINS addresses.

Remove the static entries for the cluster from the WINS database.

NOTE: WINS replication may have propogated these entries.
