WINS will generate Event ID 4183 - The format of time should be hh:mm:ss. Check the value of "SpTime" in the Registry when you configure a Pull partner, but forget to configure the start time. If you look at:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\WINS\Partners\Pull\<Pull_Partner>\SpTime
you will see a data value of --.
To fix the problem, use WINS manager to:
1. Click Server.
2. Select Replication Partners from the drop down menu.
3. Select the new Pull Partner.
4. Click the Replication Options - Configure box (Lower left portion of the Replication Partners window.
5. Type a Start Time in hh:mm:ss format.
6. Stop and restart the WINS Server service.
