A. This can happen if you have uninstalled RAS. The official way to detect whether RAS is installed or not is to check for a certain file.
Unfortunately that file doesn't get deleted when RAS is uninstalled, so the program thinks that RAS is still installed.
If you delete the WINNT\SYSTEM32\RASAPI32.DLL file manually, the program will realize that RAS has been uninstalled and it will not try to initialize RASMAN.DLL
