If you use the tsshutdn command on a remote console session to shutdown a Windows Server 2003 SP1 computer that has Terminal Server enabled, and subsequently cancel the shutdown command, the terminal server can no longer accept new incoming Terminal Service connections.
If you run Tsadmin.exe (Terminal Server Administration) on the terminal server to try to reset the RDP-TCP listener, you receive a message like:
Access is denied
This behavior occurs because the shutdown operation did not complete.
To workaround this behavior, you must restart the terminal server.
