If you create the Web site before you install BITS, you will avoid this problem. After you install BITS, subsequent sites will NOT experience this problem.
If BITS is already installed:
01. Open the Add or Remove Programs applet in Control Panel.
02. Press Add/Remove Windows Components.
03. Double-click Application Server.
04. Clear the Internet Information Services (IIS) box.
05. Press OK, Next and Finish.
06. Open the Add or Remove Programs applet in Control Panel.
07. Press Add/Remove Windows Components.
08. Double-click Application Server.
09. Check the Internet Information Services (IIS) box.
10. Press OK, Next and Finish.
11. Create the Web site by using the Remote Administration (HTML) tool.
12. Open the Add or Remove Programs applet in Control Panel.
13. Press Add/Remove Windows Components.
14. Double-click Application Server.
15. Double-click Internet Information Services (IIS).
16. Check the Background Intelligent Transfer Service (BITS) Server Extensions box.
17. OK, OK, Next and Finish.
