If you have the subject problem, your Temporary Internet Files database may be corrupt.
Deleting the database generally correct the problem. You can boot the Recovery Console with the SET command enabled and delete the %systemdrive%\Documents and Settings\%username%\Local Settings\Temporary Internet Files\Content.IE5\index.dat file.
You can delete it during your current logon:
1. Exit (or End Task) all instances of IE and Windows Explorer.
2. Open a CMD prompt and type:
DEL "%systemdrive%\Documents and Settings\%username%\Local Settings\Temporary Internet Files\Content.IE5\index.dat"
