JSI Tip 3422. The Create Partition Wizard issues a 'Volume is open or in use' error?

When you use the Create Partition Wizard, in the Disk Management snap-in, to create and format a volume as NTFS, you receive:

Volume is open or in use. Request cannot be completed.

If the mount manager has an open handle to the volume, this problem will occur.

To resolve the problem:

1. Create the volume.

2. Format the volume.
