When you issue a NET STOP ServiceName or NET PAUSE ServiceName, you may receive the subject response.

Some services can not be paused or stopped.

The Remote Procedure Call (RPC) Service, ServiceName RPCSS, is one of the services that have been designed not to respond to a stop or pause.
